Why Panchayats ?

The entire Hindu community in India is divisioned into manifold social groups based on their own individual customs and moral, spiritual, cultural usages. Mostly India has lived in far flung villages since ages where the control of rulers could not reach to ensure the preservation of social matters, rules of conduct and established usages by individual members of various groups. It, therefore, became necessary to establish voluntary institutions by consent of members of the groups which could undertake the responsibilities to exercise these powers. Such institutions have been established for ages all over India and are named Panchayats. These Panchayats continue to play important role in social conduct of their respective groups even today.

The main and primary functions, responsibilities and duties and exercise of powers of a panchayat are to oversee that members abide by the social, moral, spiritual, cultural conduct and established usages to maintain traditions. Also to have generally to guard the cultural heritage of the groups and to promote spirit of brotherhood between members at large and prevent discord within or between families in order that families lead a happy life. The secondary functions of Panchayats may include the rendering of economic assistance to needy members.

With passage of time, towns came into existence and various groups came to live there. Wherever a substantial number of members of a group settled down in a town a panchayat of their own was established.

Amil Panchayat In Sind
|
In Sind Hindus were in minority and they lived mainly in towns. There came up Panchayats in each town. The group of Amils who had a culture and usages of its own and who lived during Muslim rules in Khudabad had formed Khudabadi Amil Panchayat which later shifted to Hyderabad (at that time was capital of Sind), after Khudabad got destroyed and retained its name as Khudabadi Amil Panchayat Hyderabad. After Britishers came to rule Sind they shifted the capital to Karachi. Slowly Amils kept shifting from Hyderabad to Karachi, When sufficient number of Amil families shifted to Karachi they formed their own panchayat and named it Hyderabadi Amil Panchayat. Thus there were two functioning Amil Panchayats, one in Hyderabad and another in Karachi.
